Ok, so I bought a new Laptop, and couldn't get into Chat rooms. When I tried, the list of servers across the top of the browser would come up, but the screen would never turn white, with the "Enter chat" displayed. The problem was that CamfrogWEB ActiveX wasn't being allowed to download.

Here was the fix (in my case):

At the top of the browser there is a drop down menu with the word "Safety" In there, is an option to turn OFF Smartscreen. When that was disabled, I was finally able to download CamfrogWEB ActiveX so I could get into chat.

I hope this helps someone if they are having the same problem.
